Even if they are making a site for it, they have to go through a process to make the site. I don't know about the legal process for them to make pixxx sites, but it takes time for them to make the site, and they probably have a process of how the hire an artist to provide pictures for that site, and then they have to actual add detail to the site such as background pics, and I'm sure they would wait until they have a certain amount of pics made to start
